The rebuttal
Blend within the panel is a separate refinish operation, not a reduction of the adjacent panel's refinish time. The database's published refinish formula does not contemplate partial-panel blending as included labor; the blend value is additive to, not subtractive from, the adjacent panel. The included/not-included logic in the P-pages lists blending as a not-included operation requiring separate consideration on a per-panel basis. We are requesting reinstatement of the original refinish time plus the blend allowance as written.
